I’ve been searching the internet for a place to rent a car that does not impose an additional tax to 21-24 per day (under 25). Agency so that is not charging?

Normally you can’t rent a car if you are under 25. Some car rental companies do allow people younger than 25 to drive their cars with a surcharge. I’ve never heard of a company that does not charge anything for those who under age.
